Regulation on auction volumes in the years 2022 – 2027

Today, i.e. on July 5, 2022, the Ministry of Climate and Environment submitted for public consultations a draft regulation of the Council of Ministers on the maximum amounts and values of electricity from renewable energy sources that may be sold by auction in individual consecutive calendar years 2022 –2027.

Public consultations on the draft will last 14 days, so comments can be submitted until July 19, 2022.

As part of the draft, the following auction volumes are planned:

2022

  • PV & wind < 1 MW - 11 250 000 MWh, 3 825 000 000 PLN
  • PV & wind > 1 MW – 11 250 000 MWh, 3 600 000 000 PLN

2023

  • PV & wind < 1 MW - 11 250 000 MWh, 3 825 000 000 PLN
  • PV & wind > 1 MW – 21 750 000 MWh, 6 225 000 000 PLN

2024

  • PV & wind < 1 MW - 11 250 000 MWh, 3 825 000 000 PLN
  • PV & wind > 1 MW – 21 750 000 MWh, 6 225 000 000 PLN

2025

  • PV & wind < 1 MW - 11 250 000 MWh, 3 825 000 000 PLN
  • PV & wind > 1 MW – 32 250 000 MWh, 8 850 000 000 PLN

2026

  • PV & wind < 1 MW - 11 250 000 MWh, 3 825 000 000 PLN
  • PV & wind > 1 MW – 53 250 000 MWh, 14 100 000 000 PLN

2027

  • PV & wind < 1 MW - 11 250 000 MWh, 3 825 000 000 PLN
  • PV & wind > 1 MW – 53 250 000 MWh, 14 100 000 000 PLN

According to the justification presented for the draft:

in the years 2022-2027, sales of electricity generated in new installations are planned, thanks to which it is assumed that new installations will connected, using:

  • onshore wind energy (with a total installed electrical capacity of more than 1 MW) – 3000 MW (250 MW / y each in 2023-2024, 500 MW / y in 2025 and 1000 MW / y in 2026-2027),
  • solar radiation energy (with a total installed electrical capacity of more than 1 MW) – 4500 MW (750 MW / y each),
  • esolar radiation energy (with a total installed electric capacity of no more than 1 MW) – 4500 MW (750 MW / y each),
  • hydropower (with a total installed electrical capacity greater than 1 MW) – 120 MW (20 MW / y each),
  • hydropower (with a total installed electrical capacity of no more than 1 MW) – 60 MW (10 MW / y each),
  • agricultural biogas (with a total installed electrical capacity of more than 1 MW) – 300 MW (50 MW / y each),
  • biogas obtained from landfills / biogas obtained from sewage treatment plants for electricity generation / other biogas / biomass in a dedicated biomass combustion installation / waste (with a total installed electrical capacity of more than 1 MW) – a total of 660 MW (15 MW / y each in 2022 , 2024 and 2026-2027, 400 MW / y in 2023 and 200 MW / y in 2025),
  • biogas obtained from landfills / biogas obtained from sewage treatment plants for electricity generation / other biogas / biomass in a dedicated biomass combustion installation (with a total installed electrical capacity of no more than 1 MW) – 60 MW in total (10 MW / y each).”
