On April 27, the Council of Ministers adopted a draft law on the ratification of the European Union’s own resources. Its ratification determines the launch of the EU budget for 2021–2027 and the Instrument for Reconstruction and Increasing Resilience, the total value of which amounts to PLN 770 billion. The bill will now be discussed by the Sejm.

As pointed out by the expert, analyst of the macroeconomics team of the Polish Economic Institute, Jakub Rybacki, the National Reconstruction Plan will be a significant impulse for the development of the Polish economy. Poland will receive grants worth EUR 24 billion, or 4.5% of GDP. In addition, we will gain access to EUR 34 billion of preferential loans secured at the European Union level.

The largest part of the funds from the KPO will be allocated to the energy transformation, as well as green and intelligent transport. Energy projects include, among others creation of wind farms, prosumer energy clusters, purchases of zero-emission buses or improvement of conditions for electromobility. The measures taken are to bring Poland closer to achieving the goals of CO2 reduction and increasing the share of renewable energy sources in the mix.

In addition, great emphasis was placed on the growth of innovation and digitization of the economy, i.e. for investments in research potential, digitization of schools or the development of e-administration. According to the expert, the plan is to be completed with an additional EUR 4 billion to support the health service, training medical staff and building the potential for the production of active pharmaceutical ingredients.
