July 28 this year on the website of the Government Legislation Center, a draft amendment to the act on the capacity market prepared by the Ministry of Climate was published. changing the date of collecting the capacity fee and the method of its settlement.
The project envisages postponing the commencement of the power fee collection from October 1, 2020 to January 1, 2021, as well as a change in the method of settling the power fee into a flat rate for end customers receiving electricity from the grid with a voltage below 1kV and a power below 16kW other than consumers consuming electricity in households.
The draft also proposes the introduction of the possibility of converting a unit with a concluded capacity contract and not meeting the emission limit of 550g CO2 / kWh per unit meeting this limit, as well as the possibility of adjusting the achievable capacity of a new generating capacity market unit if the capacity of such a unit will slightly deviate from the capacity after its implementation, which was assumed at the planning stage.
The project also provides for the introduction of additional incentives for the timely implementation of investments by changing the linear model of penalties for delay in commissioning new generation units to a progressive model.
