Effects of first auctions for RES

By the end of 2018, the commencement of electricity generation cleared under the auction system was commenced for 144 new installations with a total installed capacity of 124. 586 MW. The vast majority are photovoltaic farms and several windmills.

By 30 September 2018, the Energy Regulatory Office had commenced 77 installations for the installations that won the auctions held in December 2016 and June 2017, the production of electricity, confirmed by the distribution system operator. In the last quarter, 67 installations were started in the auction system.

The largest number of projects will be carried out on the basis of the auction held on 15 November 2018, in which bids for the sale of energy from photovoltaic and wind power plants with a unit capacity of up to 1 MW could be submitted. This auction was won by 554 bids submitted by 251 generators – the vast majority of them planning to build photovoltaic power plants.

In the case of such projects, investors will have less time to start energy production this time, because only 18 months. Failure to meet this deadline will result in the loss of the right to settle in the auction system.

In addition, further auctions are to be held this year. However, their date is not yet known and will depend on the adoption of an amendment to the RES Act, prepared by the Ministry of Energy, in which the parameters of this year’s auctions were determined.
