During the first reading, which took place on Wednesday during the Sejm session, all clubs voted in favor of further work on the bill. The opposition stated that the amendment to the act contained right and necessary solutions, such as smart metering or regulations for warehouses. The project was sent to the Committee on Energy, Climate and Assets for further work, the report of which will have to be presented on January 19.
The amendment to the Energy Law provides for the creation of the Central Energy Market Information System (CSIRE), whose operator (OIRE) is to be the operator of the electricity transmission system. The act will specify what data can be collected and shared.
In addition, the draft provides for the inclusion of a schedule for the installation of remote reading meters (the so-called smart meters) by electricity distribution system operators (DSOs). By the end of 2028, at least 80% of recipients of a given DSO are to have them. There is also a package of solutions for electricity storage. Storage will be released from tariff obligations. Warehouses with a capacity of up to 10 MW will not require a license, and those with a capacity of more than 50 kW will have to be entered in the register of warehouses of the appropriate operator.
