State-owned companies rule in the Baltic Sea when dividing location permits for new offshore wind farms. However, they will not build wind farms themselves. The largest company, Polska Grupa Energetyczna, is considering two options. However, questions remain as to why such a large number of points was obtained by the largest electricity producer in Poland when allocating new concessions to subsequent offshore wind farms in the Baltic Sea.
