As explained by Ireneusz Zyska, Deputy Minister of Climate, the draft amendment to the RES Act, which changes the settlement system for new prosumers and introduces a collective and virtual prosumer, is almost agreed. According to the deputies, a temporary system with a third settlement model is not needed and there should be a transitional period instead. Only its length remains to be determined.
The regulations provide for a change in the rules for the settlement of prosumers who want to install photovoltaics on the roofs of their houses. This change will not apply to people who have already installed photovoltaics – they have the right to settle on the current terms for 15 years.
MEPs agreed with the Ministry of Climate and Environment that the 1:1 billing model should be abandoned, but the transitional period should be maintained and the current system of discounts should be changed to a system for selling surplus energy from photovoltaics at exchange prices and purchasing all energy from the grid at normal rates (sales system).
According to Deputy Minister Ireneusz Zyska, the transitional period is necessary, therefore it indicates the possibility of extending the vacatio legis period in the scope of the new settlement model. New prosumers would benefit from the discount system for a certain period of time, but this issue is still under discussion.
