Government Plenipotentiary for Hydrogen Economy

The ordinance of 24 July 2020 on the establishment of the Government Plenipotentiary for the hydrogen economy has been submitted for signature by the Prime Minister.

Pursuant to the ordinance, a Government Plenipotentiary for hydrogen economy is appointed, who will be the secretary of state in the Chancellery of the Prime Minister.

The tasks of the Representative include:

1) developing mechanisms and directions for the development of the use of individual hydrogen technologies, including for the purposes of energy and transport;

2) initiating and supporting activities aimed at popularizing the use of hydrogen technologies;

3) analyzing the existing barriers limiting the development of hydrogen technologies and presenting proposals for their removal;

4 ) presenting, in agreement with the Minister of Climate and the Minister of Development, recommendations to government administration bodies and submitting conclusions and opinions to institutions and entities involved in the implementation of projects and projects using hydrogen technologies;

5) issuing opinions on draft government documents, including draft legal acts of importance for policy making countries in the field of hydrogen technologies, prepared by government administration bodies;

6) preparation of proposals for legislative solutions eliminating the identified barriers referred to in point 3 and supporting populations the use of hydrogen technologies.

The plenipotentiary, in consultation with the Minister of Climate and the Minister of Development, may:

1) submit draft legal acts and other government documents prepared by them for consideration by the Council of Ministers;

2) submit to the Council of Ministers analyzes, assessments and conclusions related to the implementation of tasks entrusted to him.
