The Ministry of Climate and Environment has published a draft amendment to the regulation on the detailed conditions for the operation of the power system. The amendment has already been submitted for arrangements, opinions and consultations. The most important areas of the proposed changes concern the rules of the electricity balancing market and technical requirements for devices, installations and networks connected to the network.
The regulation will amend the approach in terms of determining the technical requirements for new devices, installations, networks connected to the network and the existing ones in the scope of maintaining the currently applicable requirements. The provisions on emergency procedures and security automation will also change.
The project assumes that the balancing energy and balancing capacity will be obtained by the TSO on market terms. Each centrally dispatched generating unit must actively participate in the balancing market, i.e. it must have a balancing service provider indicated. The regulation will enable energy generation modules, electricity storage, receiving installations and aggregates of these resources to provide balancing services.
