As part of the amendment to the Act of 25 August 2006 on biocomponents and liquid biofuels, it was decided to regulate in a comprehensive manner issues concerning the nature and level of the obligation of the National Indicative Target (NIT) in the years 2020-2024, the aim of which is to adjust the requirements to the current capabilities of the fuel industry and to strengthen the fuel security of the state.
Along with the growth of the fuel market, in the context of NIT obligations, the consumption of bio-components increases, resulting in the need to adapt the current logistics in order to ensure regular addition of bio-components to liquid fuels and their storage in fuel depots.
One of the main objectives of the amendment to the Act on Biocomponents and Liquid Biofuels is the concept of key instruments influencing the nature of the obligation, which is the National Indicative Target. The methods proposed in the draft amendment concern the determination of the National Indicative Target for subsequent years (until 2024) and the level of the substitution fee, the level of reduction coefficients and the levels of obligatory blending (for 2020-2022), at a level that can be achieved by the obliged entities, which is important in the context of ensuring stable functioning of the sector and improving the level of fuel security of the state in the coming years.
