On Thursday, the draft law on support for offshore wind energy was adopted by the Standing Committee of the Council of Ministers, and then it was referred to the Legal Committee. After it, it will be handed over to the Standing Committee again, but – as Deputy Climate Minister Ireneusz Zyska points out – it is the government’s intention that the Sejm will deal with it for the first time on November 4, and the law will enter into force later this year.
The latest version of the draft act on support for offshore wind energy assumes that in the first phase of the system operation, for farms with a total installed capacity of 5.9 GW, support will be granted on the basis of an administrative decision of the President of the ERO. It is possible to enter this system until June 30, 2021, which is the result of the EU regulations on state aid. In addition, such a mechanism will require the approval of the European Commission. In the coming years, competitive auctions will be held, and the maximum period of support for offshore wind farms will be 25 years.
The act will include a special tax on offshore wind farms. The taxable amount will be the installed capacity of a given farm, and the tax rate will be the product of this capacity in MW and the amount of PLN 23,000. zlotys.
