On December 31, 2019, the Council of Ministers by circulation adopted a draft ordinance of the Council of Ministers regarding the maximum quantity and value of electricity from renewable energy sources that can be sold by auction in 2020 (list number RCL RD27). The information was published in the list of legislative and program works of the Council of Ministers.
Updated version of the draft regulation
The ordinance was addressed to the signature of the Prime Minister, the following values were significantly modified:
PV and wind <1 MW - 11,760,000 MWh with a value of 4,527,500,000 PLN (previous values: 7,350,000 MWh with a value of 2,829 750,000)
PV and wind > 1 MW – 46,290,000 MWh with a value of PLN 14,015,850,000 (earlier values: 14,700,000 MWh worth PLN 5,365,500,000)
As it results from the justification for the project, it is planned to sell electricity generated in new installations, thanks to which it is planned to create installations using:
– onshore wind energy (with a total installed electrical capacity greater than 1 MW) – 800 MW,
– solar radiation energy (with a total installed electrical capacity of more than 1 MW) – 700 MW,
– solar radiation energy (with a total installed electrical capacity of not more than 1 MW) – 800 MW,
– hydro power (with a total installed electrical capacity of more than 1 MW) – 20 MW,
– hydro power (with a total installed electrical capacity of not more than 1 MW) – 10 MW,
– agricultural biogas (with a total installed electrical capacity of more than 1 MW) – 20 MW,
– biogas obtained from waste landfills and biogas obtained from wastewater treatment plants for electricity production (with a total installed electrical capacity of not more than 1 MW) – a total of 10 MW,
– biomass, in a dedicated biomass combustion installation (with a total installed electrical capacity of more than 1 MW) – 100 MW.
Adopting by the Council of Ministers last year, allows to conduct the auction in 2020 in accordance with art. 72 section 2 of the Act on renewable energy sources, without the requirement to include the amounts and value of electricity in the transitional provisions of the next amendment to this Act. The above regulation may be subject to possible amendment in 2020.
