We present the press release of the Minister of Climate and Environment on the situation on the market of certificates of origin (green certificates) and planned activities, which was published on the website of the ministry.
With reference to the communication of November 5, 2021 on the situation on the market of certificates of origin (green certificates), the Ministry of Climate and Environment (MKiŚ) informs that it is carrying out works aimed at stabilizing the prices of green certificates.
On December 24, 2021, the act of December 2, 2021 on the amendment to the act on electromobility and alternative fuels and some other acts, prepared by the Ministry of Culture and National Heritage, entered into force. provisions of the Act of September 11, 2019, Public Procurement Law. Thanks to this amendment, the possibility of concluding OTC deals, in certain cases, without conducting a tender procedure for the purchase of certificates of origin has been introduced. The price of green certificates in OTC quotations is much lower – e.g. on December 22, 2021, it was PLN 163 / MWh.
In this context, the Ministry of Culture and National Heritage analyzes possible modifications to the conditions for paying the substitution fee, so as to ensure greater flexibility on the part of the obliged entities in the selection of the path to fulfill the RES obligation. Work is also underway to issue an ordinance on changing the quantitative share of the total amount of electricity resulting from redeemed certificates of origin confirming the generation of electricity from renewable energy sources in 2023 (and possibly also in the following years), in which the level of the obligation to redeem certificates of origin will be lowered adequately to the market situation.
It should be pointed out that despite the persistent nominal oversupply of certificates in the Register of Certificates of Origin, it is in fact theoretical, as the vast majority of certificates have already been contracted by obliged entities.
The activities of the Ministry of Climate and Environment are aimed at eliminating the excessive increase in energy prices for end users and over-supporting investors using the green certificate system, which is in contradiction with the aid program SA.37345 – Polish green certificate system supporting renewable energy sources and reducing the burden resulting from the certification obligation for energy-intensive consumers.
At the same time, it should be emphasized that the date of redemption of certificates of origin for 2021 expires only on June 30, 2022. The Ministry of Climate and Environment is convinced that by then the situation on the market of certificates of origin will be stabilized.
