The draft regulation published by the ministry specifies the rate of the cogeneration fee for 2021 at PLN 0.00 / MW. In 2020, this rate, including the tax relief for energy-intensive enterprises, amounted to PLN 1.39 / MWh, which gave a load of approx. PLN per year per household.
Pursuant to the Act on the Promotion of Electricity from High-Efficiency Cogeneration, the fee is used to finance support for electricity generated in cogeneration units. Most support is allocated through an auction. As provided in the Act, when determining the amount of the cogeneration fee, the expected amount of funds allocated to the payment of cogeneration bonuses and the costs of the settlement operator’s activity should be taken into account.
According to the Regulatory Impact Assessment, the support envisaged for 2021 is less than PLN 95 million, and the operator’s costs – just over PLN 72 million. Meanwhile, it is forecast that on December 31, 2020, the balance of funds in the cogeneration fee account will amount to PLN 254 million.
