On 18 June this year, the European Commission (EC) published a document on the draft integrated national plan for energy and climate in Poland covering the years 2021-2030 on its website.

The European Commission recommends that Poland take the following actions, inter alia

– Increasing the level of ambition in the perspective of 2030 to at least 25% of the share of energy from renewable sources as Poland’s contribution to the achievement of the EU target for 2030,

– Provide additional information on planned policies and measures to address the projected significant difference from the 2030 target of greenhouse gas emissions in Poland,

– Review contributions and identify additional policies and measures that could deliver further energy savings, bearing in mind the need to step up efforts to achieve the EU’s energy efficiency target for 2030,

– Provide an inventory of all energy subsidies, including in particular fossil fuels, and the actions taken and plans for their phasing out,

– Complement the analysis of interactions with air quality and air emissions policies, including from a quantitative point of view, and present the impact of different scenarios on air pollution.

The provisions of the Regulation are to be submitted by 31 December 2019 and the Member State does not take the recommendation or a substantial part thereof into account, it should provide its justification and make it public.
