The first part of the balancing market reform has been published

The Regulation of the Minister of Climate and Environment containing the first part of the reform of the balancing market for electricity was published in the Journal of Laws. The new regulations introduce the concept of active participation in balancing the system without indicating a specific technology. This means that not only the conventional producer, RES producer and consumer will be able to participate in balancing, but also the electricity storage holder.

In addition, there are provisions regarding the change in the method of determining the settlement price for the imbalance of electricity supplied to or collected from the system. The principle has been introduced according to which the imbalance price cannot be higher than the market price of electricity when the market is over-contracted and also when it is under-contracted. This means that selling or buying on the balancing market will not be more advantageous than selling or buying on the wholesale market, which is to encourage market participants to balance their trading position.
