The ministry is consulting on the first stage of the electricity market reform

On August 20, 2020, the Ministry of Climate submitted to interministerial and social arrangements a draft regulation of the Minister of Climate amending the regulation on the detailed conditions of the power system.

According to the published communication, the key issue of the draft are the rules of the electricity balancing market, which are currently regulated in Art. 6 of the market regulation and in Commission Regulation (EU) 2017/2195 of 23 November 2017 laying down guidelines for balancing.

The implementation plan foresees a balancing market reform divided into two stages – the first from 1 January 2021 and the second from 1 January 2022.

Apart from the issues related to the functioning of the balancing market, the amendment applies to the provisions on connecting devices to the power grid. The need for amendment in this respect results from the need to adapt the executive provisions to the provisions of the Energy Law, and in terms of technical requirements for connected devices and connections between the power systems of different countries – to the market regulation.
